Mohammad Mohabbat Khan is Professor at the Department of Public Administration, University of Dhaka. He earned his MPA from Syracuse University and another MPA and Ph.D in Public Administration from the University of Southern California. He did his post-doctoral research at Cornell University and the University of Texas at Austin. Professor Khan was Chairman, Department of Public Administration, University of Dhaka from 1983 to 1986. He taught at universities in USA, Nigeria and Jordan and worked as a consultant for USAID, UNDP, World Bank, ADB, ILO, UNCHS and SADC. He also served as a Member of Bangladesh Public Service Commission (1999 to 2004). Professor Khan has authored 15 books, 8 monographs, and innumerous articles in the professional referred journals and contributed chapters to edited books. His recent books are: Administrative Reforms in Bangladesh, New Delhi: SAP, 1998; The Bureaucratic Ascendancy (co-authored), New Delhi: SAP, 2005; Dominant Executive and Dormant Legislature, New Delhi: SAP, 2006; and Decentralization in Bangladesh, Dhaka: A.H. Development Publishers Pvt. Ltd.,2009. His email:
